In a significant move, China has introduced new guidelines that will result in the phasing out of U.S. microprocessors from Intel and AMD in government personal computers.
This initiative is also aimed at sidelining the Windows operating system and foreign-made database software in favor of domestic options.

This latest development highlights Communist China’s efforts to enhance its indigenous technology, mirroring similar moves in the U.S. as tensions between the two superpowers escalate.
Washington DC has imposed sanctions on several Chinese firms on national security grounds and has also passed legislation to promote more technology products being manufactured in the United States, while blocking exports of advanced chips and related tools to Beijing.
Chinese government officials have begun to adhere to the new PC, laptop, and server guidelines this year, following their announcement by the Chinese finance ministry and the ministry of industry and information technology in December.
China’s Information Technology Security Evaluation Center released its first list of “safe and reliable” processors and operating systems on December 26.
The list includes 18 approved processors from companies like Huawei and Phytium, both of which are on Washington’s export blacklist.
Chinese processor manufacturers are utilizing a mix of chip architectures, including Intel’s x86, Arm, and homegrown designs, while operating systems are derived from open-source Linux software.
Beijing’s procurement overhaul is part of a national strategy for technological self-sufficiency in the military, government, and state sectors, known as xinchuang or “IT application innovation”.
These standards mark the first nationwide, detailed, and clear instructions for promoting xinchuang, according to a local government official overseeing IT system substitution.

Meanwhile, the U.S. is also focused on boosting domestic semiconductor production and reducing reliance on China and Taiwan with the Biden administration’s 2022 CHIPS and Science Act.
This legislation aims to strengthen U.S. semiconductor manufacturing by providing financial assistance for domestic production, including subsidies for the production of advanced chips.
